Octavius Rowe was born in Liverpool on 19th Nov 1855 and was commissioned Lieutenant in the Royal Artillery on 28th Jan 1875. He served with the 1st Battery, 1st Brigade, London Division in the Egyptian War of 1882, and was promoted Captain on 1st Jan 1884. He served as Aide-de-Camp to Lieutenant-General Sir George Willis, K.C.B., Commanding the Troops in the Southern District, from 1st May 1884, and was promoted Major on 30th Nov 1891, Lieutenant Colonel on 17th Jul 1901, and Colonel on 17th Jul 1904. He died at Bath on 12th Mar 1949.
