William Blacow born 1808 in Chester and was a weaver and Weslyan. In 1886 he joined the 1st Battalion East Lancashire Regiment numbered 1827. After training he went to the East Indies in 1888 to 1896 and then to Burmah till 1897 and finally home and dischaged in Dec 1898. This is his only award.
